Dr. A.P.J Abdul Kalam has called on to focus five major factors to make Kerala vibrant, green, sustainable and model state.
By conserving our forest wealth, reviving agriculture and supporting farmers, building self-sustaining education system; promoting eco-friendly houses, facilitating the growth in industry and services sector; and creating world class infrastructure we can leap ahead towards prosperity.

Reviving agriculture
A green and sustainable development, the first factor, he said, should be achieved by preserving forest cover. Reviving Agriculture goes hand in hand with this. System -oriented approach using SRI (System of Rice Intensification) technique adapted by the state.
Green urbanization
Dr. Kalam pointed out the need of green urbanization by maintaining the stringent environmental norms promoting environment- friendly technologies, waste management and use of clean fuels to make Kerala transformed into clean state, pro- green state.
Visualizing New Age cities
Cities should be re- organized themselves in the form of City Centers with the population of one to two million people, surrounded by satellite micro cities with less than a million people each. Each of the micro cities has been developed independently and equally furnishing them with good schools, quality entertainments, quality hospitals and organized housing for all classes of the society. Each micro city must be well networked within itself with link roads. High- speed mass transit system like metro rail and high speed bus services should be available at affordable price. Each micro city should also be linked to city centers with multi mode high speed transportation facilities. City centers can contain large number of government offices for the people coming from multiple cities.
Leap ahead technology in building
The intelligent buildings with eco- friendly and integrative designs and use of hollow materials will help to save energy. With the help of nano technology; smart building materials can be used and green energy and green corridor jobs can be utilized and energy can be saved in half than conventional building.
Globally Competitive
Dr.Kalam has underscored the need for preparing the human resource for the global competency. To attain this, he said development of speed Human Resource for competing in the global jobs should be maintained. Collaborating with other economy is also required for tackling the setback of the development of the state.
Transparency in Governance
Regarding the transparency in governance, he said the use of IT and e- governance, information demand for all; appropriate grievance- handling mechanism shifted by procedures should be enabled to maintain transparency in government.
Quality of Life
The last factor he said is the quality of life; creating educational institutions of excellence, affordable health care and comprehensive transportation network.
If the state government has focused public policy to realizing the five factors, then Kerala can attain the sustainability in its entire developmental agenda, clarified the ex-president of India.
Pilot state in Carbon neutralization by 2030
“Kozhikode, as a progressive district of development agenda, could attain the goal of the first carbon neutral district in India by 2020. You have the ambience. Entire Kerala can be carbon neutral by 2030. It should be a good example for the whole nation.”
He has said that each and every liter of petrol and diesel burnt in the automotive generates 2.7 kilograms of carbon dioxide. The transportation sector contributes to thirteen percentage of carbon emission in the world.
Multi-propped actions for cutting the emission, efficient clean energy policy, plantation of many more trees; etc are required.
“When you import petroleum, you import unwanted carbon emissions too.”-Dr. Kalam pointed out.
A typical car would emit about ten tones of carbon dioxide.
He underscored the need of encouraging bicycling which is a healthy way of living and eco-friendly. Hourly rental system of bicycling should begin.
Today world is letting into atmosphere about 36 billion tons of carbon dioxide. Utilization of solar and bio-fuel energies and eco- friendly construction should be encouraged to achieve sustainable development.
